British Broadcasting Corporation Gaza Film Ruled a 'Serious' Infringement of Broadcasting Standards, Declares UK Media Regulator

The British broadcaster was found to have committed a "major breach" of media regulations by failing to disclose that the narrator of a documentary about the Gaza situation was the son of a Hamas official, according to regulatory body Ofcom.

An inquiry by the media regulator into the programme Gaza: How to Survive a Warzone has concluded that the documentary was "significantly deceptive".

The head of the BBC had already issued an apology, stating there had been "a significant failing in relation to accuracy".

The regulator has instructed the broadcaster to air a prime-time announcement about its findings.

"As this represents a serious breach of our rules, we are ordering the broadcaster to transmit a statement of our determinations against it on BBC2 at 9pm, with a date to be determined," it said.

'Possibility to Erode Confidence'

The authority's announcement stated: "Our investigation found that the documentary's failure to disclose that the voice's male guardian served in a post in the Hamas-controlled authority was materially misleading.

"Consequently that the audience did not have essential details which may have been extremely pertinent to their assessment of the voice and the content he shared.

"Credibility is at the core of the relationship between a television network and its audience, particularly for a state-funded media outlet such as the British Broadcasting Corporation.

"This error had the potential to undermine the exceptionally strong levels of confidence that viewers would have placed in a BBC factual programme about the Israel-Gaza war."

The film was pulled from iPlayer in last February after the presenter's family links emerged, and in July an broadcaster's internal assessment concluded it infringed the organization's content policies on accuracy.

A representative for the broadcaster said: "The regulator's decision is in line with the conclusions of the corporation's inquiry, that there was a major oversight in the documentary in relation to the corporation's content standards on truthfulness, which corresponds to regulation 2.2 of Ofcom's Broadcasting Code.

"We expressed regret for this and we comply with the authority's determination in its entirety. We will adhere to the penalty as soon as the date and wording are confirmed."
