US Agricultural Producers Claim Trump's $12bn Package Doesn't Go Far Enough to Counteract Trade War Damage

Notwithstanding a promised $12bn relief plan, a great number of American farmers argue the support falls short to avert a wave of anticipated farm bankruptcies this calendar year.

Mounting Fiscal Strain for Grain Growers

Row-crop farmers, especially soybean growers, have been disproportionately hit by international tensions originating from the administration's trade policies. China, which bought over half of US soya bean exports recently, cut back imports amid the conflict.

But, farm advocates observe that the lump-sum payments fail to resolve deeper economic challenges. Rising costs for seed and fertilizer and weak market prices have plagued farmers for the past few seasons. Figures by agricultural analysts, US row-crop producers have incurred billions in net losses prior to any aid is considered.

"An aid package that supplies approximately fifty dollars an acre will not save the many thousands of independent farms that face bankruptcy before the end of the year," said one state agricultural association official.

Expanding Industry Impact

The financial strain is not limited to the farm gate. Leading agricultural equipment makers have also warned substantial losses due to the trade environment. This marks the second instance in recent years that substantial government assistance has been used to the farming community amid trade-related disruptions.

Meanwhile, farm lending availability have weakened, as reported by Federal Reserve reports. Weaker operating profits has diminished financial flexibility and boosted the need for operating loans as producers look ahead to the upcoming growing season.

Challenging Choices for the Spring Season

Facing bleak profit projections, many growers are making crop choices based on limiting deficits rather than seeking gains. For some, this means planting commodities like soybeans, which are lower-cost to plant and need less expenses, even if export demand remains lower.

"It is practically a replay of the previous season, only with worse factors," explained one experienced farmer from the Midwest, whose operation has operated at a loss for several harvests.

Possible Avenues for Improvement

Going forward, industry analysts note that the farm economy might recover under specific key scenarios:

  • Increased Chinese Demand: A major increase of farm product purchases by key trading partners.
  • Increased Domestic Renewable Fuel Mandates: Potential policy shifts that would increase consumption for crops like corn at home.

Included in the administration's proposed new safety net may involve an increase in renewable fuels under existing regulations. Such a move would generate a larger domestic market for farm products.

"In the event both developments happen, then I think that we could move toward mending the farm economy and move in a positive direction," added one chief commodities economist.
